Avengers have saved countless lives, no doubt, but the loss of even one life holds them accountable. In military or even the police, when officers are sent on a rescue mission, the entire team is held accountable and is investigated for every single loss of life and property. They're aren't allowed a free pass because the situation would have been worse without them. They aren't allowed to use that strength they possess to do things on their own will, outside the authorised boundaries, just because they can.
